amount of new revenue, bota to replace the loss of

opium

revenue ( due to the policy of H.M.G. ) and

for general purposes, and we have to raise 25 per cent

more than we should otherwise have to do because

one fifth of the total increased revenue has to be

paid as Military Contribution. In these ciros. the

Colony cannot afford to let the Military off paying

their share of the taxation on drink unless the amount

is deducted from Military Cont.

Our position has elements of strength.

Majesty's Forces together with the Hansard Reports of the

Meetings of Legislative Council held on 16th. and 23rd.
